Wash the broccoli stems thoroughly. Using a vegetable peeler, remove the tough, woody outer layer of the stem until you reach the lighter green, softer interior.

Cut the peeled stems into small cubes. Place them in a food processor and pulse in short bursts until you achieve a rice-grain texture (about 3–5 pulses).

Heat olive oil in a pan over medium-high heat. Add the chopped garlic and sauté for about 30 seconds until fragrant, without letting it brown.

Add the broccoli rice to the pan. Sauté for just 3–5 minutes, stirring constantly. The goal is for the rice to heat through and soften slightly while still remaining firm (al dente).

Remove from heat. Stir in the lemon zest, lemon juice, salt, and pepper. Mix well and serve immediately.
